Key will present the proposal to ECB, but to get approval before announcing the decision. This could be as soon as tomorrow.
Broad and Anderson were high on the agenda during talks.
They have 1,177 Test wickets for England between them, the legendary pace bowlers.
The pair, who will reach 76 years combined this summer, were dropped from the squad that faced the West Indies after England lost the series.
England finished last in the World Test Championship table due to the ten-wicket defeat.
Root resigned three weeks later with just one win in 17 of his last games.
